Ray Steinmeyer, the UN nuclear inspector, visits a European country with his daughter. The daughter is kidnapped by a group of Russian extremists who demand nuclear warheads for some dismantled missiles in exchange. The EU contacts the CIA, which deploys a freelance commando team led by Jarrett.
