After Tess Dixon, the wife of infamous crime-lord Cullen Dixon, escapes his bodyguards while swimming in the sea at night, Archangel asks Hawke and Santini to deliver her safely via Airwolf to a top-secret location, where she will testify against a cartel of corrupt businessmen who are plotting to assassinate high-ranking officials in Washington.
